Assignment Title: Preparation of the promotion materials for Social Information Campaigns that will explain the overall premise and long-term goals of the reform and achieved project implementation results
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The objective of the assignment is to make the general public aware of the importance of education reform and to explain how it has taken place in recent years.

The MoECR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Minimum requirements for the firm:
- Minimum 3 years of experience in production of high-quality video/audio products, including social advertising, social public announcements;
- Public awareness experience;
- Experience in production of visibility materials;
- Experience in providing services related to the development of video and audio information materials, starting from the concept, script, video/audio editing in the area of education would be an advantage;
- Experience in image development and graphic design;
- Previous experience with the World Bank financed projects and other international organizations and projects would be an asset;
- Qualified staff with at least 3 years of experience in the development/production of video and audio materials (producing videos and audio recording, creative editing, writing advertising texts);
- Staff experience in at least two similar missions.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications procurement method set out in the Consultant Guidelines.
