1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared inDevelopment Business on 18 May 2012.
2. The Republic of Moldova has received a grant from the he Global Partnership for Education toward the cost of the implementation of the Consolidated Action Plan on Education, and it intends to apply part of the proceeds of this grant to payments under the Contract for supply of equipment for 130 training hubs.
3. The Ministry of Education now invites sealed bids from eligible and qualified bidders for the provision of the following:

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. The bidding documents shall be available after 16 November 2012. Interested eligible bidders may obtain further information from Ministry of Education of the Republic of Moldova, Ruslan Malai, Procurement Specialist, e-mail: ruslanmalaipge@gmail.comand inspect the Bidding Documents at the address given below (1) from 09:00 to 17:00, Monday to Friday.
6. Qualifications requirements include: (i) annual turnover over the last two years period shall be at least the amount of the Bid Price; (ii) the Bidder shall have at least 3 years of activity in supplying similar goods as offered in the bid; (iii) the Bidder shall include a list of two (2) contracts for the supply of similar goods as offered in the bid, each for at least USD 135,000 accomplished by the bidder during the last 5 years of activity, indicating the approximate contract value, purchasers’ names, year of contract execution, project sites (final destinations) and contract information of persons whom the Purchaser can contact for references; (iv) authorized Service Center(s) in the Republic of Moldova for after-sale and warranty service and maintenance for notebooks, multifunction devices and projectors. Or, in case of contract award to a successful Bidder without such center(s), a local Service Center(s) should be established for items 1-3 by the contract signing; (v) the Bidder shall furnish documentary evidence to demonstrate that the Goods it offers meet the following usage requirement: are certified on safety requirements according to the International Standard (ISO9000). A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable feeofUSD100 (one hundred) or equivalent amount in Moldavian lei (MDL). The method of payment will be through bank transfer. The Bidding Documents will be sent by airmail for overseas delivery and surface mail, or courier for local delivery at the Bidders’ request.
8. Bids must be delivered to the address below at or before 11:00 AM local time, on 28 December 2012. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person or on-line at the address below at 11:00 AM local time, on 28 December 2012. All bids must be accompanied by a Bid Security, according to the form included in the bidding document of minimum USD 3,000 or an equivalent amount in a freely convertible currency.
