E-EDUCATION PROJECT MANAGER
An Individual Consultant with an extensive experience in the field of IT Project Management, preferably in the sphere of e-education and public sector will be hired to develop the Technology Roadmap for the Education Sector with a specific focus on digitization of the education process and public services, increase the level of transparency and accountability of the education sector. The Individual Consultant should ensure timely delivery of the priority e-services and other projects focused on increasing transparency and open government agenda in the educational sector.
Main responsibilities:
- Develop in full collaboration with eGC and Ministry of Education Technology Roadmap for the Education Sector with a specific focus on digitization of the education process and public services, increased level of transparency and accountability of the sector.
- Ensure timely delivery of the priority e-services, information systems and registries as well as other projects focused on improved public service delivery, increased transparency and open government in the educational sector.
- Coordinate and manage in cooperation with eGC and Ministry of Education the timely implementation of the e-education agenda to be implemented in 2012-2013.
- Be responsible for the technological integration of newly developed e-education services into the G2C.
- Provide support to the Ministry of Education with implementation of the Government Electronic Document Management System implemented in the Ministry of Education.
- Provide support to the Ministry of Education with implementation of the Interoperability Platform at the level of the Ministry of Education.
- Oversee in close collaboration with eGC and Ministry of Education the work of the contractors and ensure timely delivery of the selected e-education services;
- Coordinate the development of concepts, technical requirements and mechanisms for the creative and effective use of ICT in pursuing the e-Transformation objectives of Education sector.
- Participate in technical team meetings internally and externally with counterparts, as appropriate, to help identify and implement integrated IT solutions in e-education sector.
- Contribute and assist in the implementation of the e-Education Ecosystem Strategy and Roadmap for 2012-2013 for the Education sector.
- Liaise with project stakeholders on an ongoing basis. Work with and provide feedback to e-Transformation office in the Ministry of Education related to the e-Transformation of the sector.
- Draft ToRs, Technical Specs and contribute to development of Bidding Documentations when Set and continually manage project expectations with team members and other stakeholders.
- Identify and manage project dependencies and critical path. Recommend subsequent budget changes where necessary.
- Plan and schedule project timelines and milestones using appropriate tools, analyze results and troubleshoot problem areas. Track project milestones and deliverables.
- Proactively manage changes in project scope, identify potential crises, and devise contingency plans.
- Build, develop, and grow any business relationship vital to the success of the project.
- Develop best practices and tools for project execution and management.
- Develop and deliver progress reports, proposals, requirements documentation, and presentations.
Qualification requirements:
- University degree in areas such as economics, computer sciences, engineering or telecommunications or related
- At least 3 years in project management in public or private sectors
- Extensive knowledge of e-Government agenda
- Familiarity with enterprise architecture, cloud computing and SOA concepts
- Demonstrated work experience in implementation of e-services
- Experience with World Bank and other donors financed projects
- Ability to effectively communicate and write in English and Romanian. Communication in Russian is an advantage.
Time Frame: This is a full time assignment expected to commence in October, 2012 with duration of 6 months. The contract could be extended beyond the original term subject to the Consultant’s satisfactory performance and the same fee rate.
