Assignment Title: To assist the International Consultant in reviewing and adjusting the current per capita financing formula for primary and general secondary educational institutions. 

Reference No. (as per Procurement Plan): IC-06_2 

 

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.  

The objective of the assignment is to assist the international consultant in reviewing and adjusting the current financing formula for primary and general secondary schools. More detailed information is mentioned in theTerms of References.  

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are: 

   General experience (30 points): 

  • University degree in the economic field
  • Knowledge and experience in assessing efficiency/cost-efficiency/cost-benefit. 

 

   Adequacy for Project (50 points):

  • At least 2 years of experience in the area of education, finance and/or management;
  • Experience in developing a financing formula in the area of education would be an asset. 

 

   Language and Experience (20 points):

  • Analytical skills;
  • Fluency in English and Romanian language, knowledge of Russian languages would be an asset;
  • Computer literacy, experience in working with Microsoft Office program (Word, Excel, Power Point, etc.).
  • Ability to work with simulation programs (STATA, SPSS etc.). 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.   

 

A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.
