Assignment Title: Mapping study of extracurricular educational services in order to review the existing mechanism/framework that finances extracurricular educational services.
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) include mapping study of extracurricular educational services in order to review the existing mechanism/framework that finances extracurricular educational services.
More detailed information is mentioned in the Terms of References.
The MoECR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
(i) General experience (30 points):
At least 5 years of experience in conducting surveys and sociological studies;
- Experience in conducting mapping studies in the education sector would be an advantage;
(ii) Specific experience(30 points):
- Experience in developing methodology for mapping studies;
- Experience in evaluating the quality of educational services would be an asset;
- Experience in evaluating capacities of the educational institutions would be an asset;
- Experience in collaborating with educational institutions would be an asset;
- Experience in at least one similar assignment would be an asset.
(iii) Professional experience of key personnel (40 points):
The Consultants team will include at least 3 (three) key members: a team leader, a financial analyst and an educational analyst.
Team leader:
- University degree in sociology, education sciences, or management;
- Minimum 5 years of experience in conducting study at the national level;
- Team-leader experience in at least two similar studies;
- Good knowledge of the educational legal/normative framework;
- Excellent technical writing skills in Romanian; good knowledge of English and Russian language;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.)
Financial analyst:
- University degree in economy or management;
- Proven experience in analyzing and evaluation of the financing mechanism of public services;
- Experience in analyzing the financing mechanism of educational services would be an asset;
- Excellent technical writing skills in Romanian; good knowledge of English and Russian language would be an advantage;
- Experience in data analysis and use of statistical packages (Stata, SPSS etc.)
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.)
Educational analyst:
- University degree in education sciences, sociology, management or other relevant fields;
- In-depth knowledge of Moldovan educational sector,
- Good knowledge of the latest education reforms and policies in Moldova;
- Proven experience in evaluation the quality of educational services;
- Experience in analyzing and evaluation of management practices in educational sector;
- Excellent technical writing skills in Romanian; good knowledge of English and Russian language would be an advantage;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.)
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
In addition, please refer to the following specific information on conflict of interest related to this assignment: The Consultants that elaborated the training programs for teachers and school managers are not eligible for this assignment.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications procurement method set out in the Consultant Guidelines.
