Assignment Title: Design, develop and install a set of software for special needs education
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for consulting services.
The objectives of the assignment are to design, develop and install a set of special needs education software.
The MoECR now invites eligible consulting IT firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. More detailed information including Qualification requirements is mentioned in the Terms of References.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications procurement method set out in the Consultant Guidelines. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
