REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consulting company to conduct a survey (baseline and progress) to determine the perception of employers about the labor market orientation of selected higher education institutions’ programs.

 

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for consulting services. 

 

The consulting services (“the Services”) include conducting a survey to determine the perception of employers about the labor market orientation of selected higher education institutions’ programs of Government priority areas (engineering, information technologies, health (medicine) and pedagogy in the last 3 years. This consultancy is expected to start in October 01, 2021 until August 31, 2025.

The MoECR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

 

The shortlisting criteria are: 

  • At least 5 years of experience in conducting surveys, qualitative studies, market research and data analysis;
  • Experience in conducting surveys of employers would be an advantage.
  • Experience in developing methodology for sociological surveys and studies (both quantitative and qualitative);
  • Experience in statistical analysis of collected data, elaboration of analytical reports and presentation of results;
  • Experience in at least one similar assignment would be an asset.

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
