Assignment Title: Consulting Company/ organization / institution to develop Qualification Standards for the general field of study 040 Administrative Sciences

   The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include development of the Qualification Standards for the National Qualifications Framework levels 6, 7 and 8, for the general field of study 040 Administrative Sciences in alignment with the National Qualification Framework. This consultancy is expected to last 9 months starting in May 2021.

The MoECR now invites eligible consulting company/ organization / institution (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Extensive knowledge and understanding of the processes related to NQF development, curricula development, educational standards, qualification standards, quality assurance in higher education;
• Experience in at least three educational standards and/or curricula development for the NQF levels 6, 7 and 8 and good cooperation with representatives of labour market.
• Team members hold scientific-didactic titles, with experience in the development of the normative framework for organization and conducting of the study process, development of educational standards and curricula for higher education, including in the field of 040 Administrative Sciences;
• Experience in implementation of international projects in the development of the NQF and qualifications in the higher education, in the development and implementation of the normative framework for quality assurance in education and vocational training in higher education would be an asset.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
