Assignment Title: Individual Consultant to provide support to potential beneficiaries in preparation and presentation of project proposals within Higher Education Improvement Program (HEIP)
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The consulting services (“the Services”) include preparation and deliver tailored trainings, to elaborate the content and training materials as well as assist MoECR/PMT in organizing, managing, and facilitating at least two information sessions and two workshops to provide support to potential beneficiaries in filling and submission of project proposals.
This consultancy is expected to last maximum 5 months starting from August 2021.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- Higher education degree in economics, public administration, education or related field;
- Strong experience in the area of management, implementation and delivery of online, and offline trainings;
- At least 2 years of managerial and/or teaching activity in higher education.
- Strong professional background in the design of online and offline training at the national level;
- Proven expertise and knowledge of the World Bank or similar international organizations/agencies rules and procedures would be an asset;
- Practical experience in Results Based Management including programme development, execution, and training on result frameworks;
- Good understanding of higher education sector priorities and higher education institution needs;
- Excellent analytical skills.
- Excellent knowledge of Romanian and English languages;
- Excellent writing and communication skills;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc);
- Proven ability to work under pressure and be flexible, including the ability to cope with the deadline, multiple tasks, and competing and changing demands.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
