Assignment Title: Elaborate the Terms of Reference for development of a web based information system for external evaluation in the general education that will be integrated in the web page of the National Agency for Quality Assurance in Education and Research (ANACEC)
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The Objective of the proposed assignment is to prepare the Terms of Reference for developing a management information system for an assessment and external evaluation of general education institutions in Moldova. More detailed information is mentioned in the Terms of References that can be downloaded from MoECR web page at compartment „Public Procurement”.
The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Qualification requirements and basis for evaluation:
(i) General experience (max 30 points):
- Graduate of accredited study programs;
- At least Bachelor’s Degree in the area of information technologies, computer sciences, engineering or telecommunications or related;
- At least 5 years of experience in IT business analysis, software designing and developing;
(ii) Specific experience: (max 60 points):
- In-depth knowledge of database development;
- Experience in integrating database in/with web platforms.
- Proven knowledge of ICT/e-Governance policies and regulatory framework of the Republic of Moldova, such as MCloud, MConnect, MSign, MPass, MLog;
- Excellent understanding of system designing process and proficiency in UML (Unified Modelling Language) and BPMN (Business Process Model and Notation);
- At least 5 years of experience in formulating technical specification for software and hardware solutions for public authorities/institutions;
- Previous experience of working with international organizations and/or government institutions, NGOs;
- Excellent understanding of web technologies;
- Understanding of Cloud Computing principles and related architectural applications development approaches.
- Proven track record of similar assignments (min. 5 years)
- Previous experience in similar projects would be an asset.
(iii) Transfer of knowledge and language: (max 10 points):
- Ability to work in a team and ability to transfer knowledge;
- Demonstrate strong interpersonal skills and good written and oral communication skills
- Romanian, knowledge of English would be an asset.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to begin in February 2019 and to be completed by the end of May 2019. The applications should include letter of Expression of Interest, CV, and related recommendation letters, if any.
