Assignment Title: Individual Consultant to conduct a study to review a sample of textbooks from the perspective of preventing discrimination and promoting equality
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The objective of the assignment is to review and evaluate textbooks from the perspective of preventing discrimination and promoting equality. The results of the study will be used to improve the quality of textbooks used in the Republic of Moldova
The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum requirements:
- university degree (at least Master) in law, sociology, education studies or related fields;
- at least 7 years of experience in the area of human rights protection and prevention of discrimination;
- experience in elaboration and conducting at least 3 researches on discrimination based on the gender bias, disabilities, ethnical/linguistic and other criteria;
- experience in textbooks review would be an asset;
- good knowledge of the educational system of Moldova;
- work experience with international projects would be an asset;
- excellent writing skills in Romanian; good knowledge of English and Russian;
- experience with Microsoft Office package (Word, Excel, Power Point, etc.).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to last 4 months starting in March 2021 with level of effort estimated at 40 working days.
