Request for Expressions of Interest – Individual Consultant (Sociologist) to provide support to the NAQAER in the development of questionnaires for online surveys

Assignment Title: Provide support to the NAQAER in the development of questionnaires for online surveys in order to facilitate the process of self-evaluation / evaluation of the educational services by various stakeholders in compliance with existing education standards.

 

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.

 

The consulting services (“the Services”) include providing support to the NAQAER in the development of questionnaires for collecting the opinions of different educational actors (teachers, students, parents, school managers, etc.) on the compliance of education institutions, school managers and teachers with the standards approved by the MoECR.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: 

  • A university degree in sociology, education studies, psychology or related fields. A Master’s degree would be an asset;
    • At least 5 years of experience in development of the methodology for surveys in sociology, including experience in development and validation of data collecting tools;
    • Experience in development of data collection tools for online platforms would be an asset;
    • Experience in conducting studies in the education sector would be an asset;
    • Proven experience in developing training materials and delivering training programs in the area of development and validation of data collecting tools;
    • Work experience with international projects would be an asset;
    • Excellent technical writing skills in Romanian;
  • Experience with Microsoft Office package (Word, Excel, Power Point, etc.)

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

 

A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to begin in February 2020 and will last until the end of May 2020. 

The applications should include letter of Expression of Interest, CV, and related recommendation letters, if any.
