Assignment Title: Individual National Consultant to pilot and adjust the New Financing Mechanism for higher education institutions

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services. 

The objective of the proposed assignment is to pilot and adjust the New Financing Mechanism. The individual consultant will assist (i) the MoECR in piloting and adjusting the new financing mechanism for higher education institutions and (ii) support the implementation of the New Financing Mechanism for the higher education institutions.

The National Consultant to pilot and adjust the New Financing Mechanism for higher education institutions will work in close cooperation, during the entire contracting period, with the International Consultant to pilot and adjust the New Financing Mechanism for higher education institutions.

This consultancy is expected to start in April 2021 and last 12 months.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The Consultant should meet the following minimum qualifications requirements: 

• A post-graduate or equivalent qualification/ degree in economics, finance or related field. 
• Practical knowledge of the normative framework which governs educational sector activity;
• Proven experience in review of regulations governing education financing;
• At least 2 years of experience in international institutions/organizations/ projects in the area of education;
• Experience in working with state institutions, high level officials and central/local authorities would be an asset.
• At least 5 years of experience in the area of education, finance and management, including in development of financing formula at national/international level (preferably in new EU members countries or Commonwealth of Independent States (CIS) countries);
• Practical experience in analysis of data and preparing the basis for development and implementation of financing formula for state educational institutions;
• Knowledge and experience in assessing efficiency/cost-efficiency/cost-benefit.
• Strong professional background in providing trainings. 
• Excellent analytical skills.
• Excellent knowledge of Romanian and English languages;
• Experience with Microsoft Office package (Word, Excel, Power Point, etc.);
• Excellent communication and presentation skills.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
