Assignment Title: International Consultant to pilot and adjust the New Financing Mechanism for higher education institutions
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for individual consulting services.
The objective of the proposed assignment is to review, pilot, adjust and support implementation of the New Financing Mechanism that was developed. The international consultant will support the MoECR in (i) piloting and adjusting of the new financing mechanism for higher education institutions and (ii) (ii) support the implementation of the New Financing Mechanism for the higher education institutions.
The International Consultant to pilot and adjust the New Financing Mechanism for higher education institutions will work in close cooperation, during the entire contracting period, with National Consultant to pilot and adjust the New Financing Mechanism for higher education institutions.
This consultancy is expected to last maximum 12 months starting in April 2021.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultant should meet the following minimum qualifications requirements:
- A post-graduate or equivalent qualification/ degree in economics, finance or related field.
- At least 5 years of experience in international institutions / organizations / projects in the finance of education sectors;
- Proven experience in reviewing regulations governing education financing, including per capita funding;
- Experience in training delivery;
- Excellent analytical skills
- At least 5 years of experience in the area of education, finance and management, including in development of financing formula at international level (preferably in new EU members countries or Commonwealth of Independent States (CIS) countries);
- Practical experience in analysis of data and preparing the basis for development and implementation of financing formula for state educational institutions;
- Knowledge and experience in assessing efficiency/cost-efficiency/cost-benefit.
- Strong professional background in providing trainings.
- Excellent knowledge of English language;
- Knowledge of Romanian language would be an advantage;
- Experience with Microsoft Office package (Word, Excel, Power Point, etc.).
- Excellent communication and presentation skills.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the „Open Competitive Selection of Individual Consultants” method set out in the Procurement Regulations.
