Assignment Title: Local communication/PR consultant to provide technical assistance to the Ministry of Education, Culture and Research and Project management team under Moldova Education Reform Project (MERP)

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.

The local communication officer/consultant shall provide technical assistance to the Ministry of Education Culture and Research (MoECR) to increase public awareness, to ensure systematic communication of MERP progress and results as well as to conduct, monitor and evaluate PR campaign during the project implementation.

The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum requirements:

  • Academic background in journalism, communication or other relevant area;
  • At least 3 years of professional experience in communication, work experience in projects financed by international organizations will be an asset;
  • Strong experience in organizing and implementing of communication campaigns (involving TV, radio, written media, web media etc.);
  • Excellent computer skills;
  • Flexibility and good  analytical skills;
  • Good knowledge of Romanian and Russian languages.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to begin in September 2019 and the contract will be signed for a period of 8 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the Closing Date of the project. The applications should include letter of Expression of Interest, CV, and related recommendation letters, if any.
