Assignment Title: Local IT specialist to provide technical support to the Ministry of Education, Culture and Research and Project management team under Moldova Education Reform Project (MERP)
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The IT specialist will assist and provide technical support to the Ministry of Education, Culture and Research and Project management team in order ensure smooth implementation of the project activities related to development and implementation of informational technology as well as procurement of IT Equipment.
The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consultant should have:
(a) General Qualifications - 30 points
- Higher education degree in Informational Technology;
- Experience in working for or with international development organizations and/or projects;
- At least 2 years of professional experience in in IT projects’ management.
(b) Adequacy for the Project - 60 points
- Proven specific IT Project Manager experience through implementation of similar projects implying technical analysis, formalization of requirements, design and development of software solutions;
- Understanding the cloud computing principles and the related architectural application development approaches. Experience in development of technical specifications related to M - Cloud, ECMP, M-Pass, M-Log and other governmental platforms;
- Experience in the development of national scale systems with the use of „Oracle APEX” will be an asset.
(c) Language and relevant skills - 10 points
- Good knowledge of English and Romanian (both written and oral);
- Outstanding organizational skills, ability to multitask and reply to inquires upon short notice.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to begin in June 2019 and the contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the Closing Date of the project.
