Assignment Title: Produce (technical support) didactic support for the training of school managers of the general education institutions to apply external evaluation methodologies.

The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include assisting the National Agency for Quality Assurance in Education and Research with the external evaluation of institutions through the production of animated videos for training activities and their related content.

The MoECR now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
(i) General experience (30 points):
- At least four years of activity on the Moldovan market;
- Organization specialized in providing services related to the elaboration of video/animated video materials,
- At least 2 years of demonstrated relevant work experience. Experience working as a designer/motion designer with demonstrated experience in implementing and managing projects similar in nature and level of complexity;
- Creative thinker, able to develop best practice communications from concept to production;
- Experience with delivering high-quality products to tight budgets and deadlines;
- Experience in working with international development organizations and/or government agencies (i.e. government ministries, local governments, etc.);
(ii) Specific experience (40 points):
- Experience in developing creative motion graphics;
- Advanced design skills in motion graphics including character animation;
- experience in design and production of at least 3 animation videos (the videos or link to them must be submitted together with the expression of interest).
(iii) Professional experience of key personnel (30 points):
- Team manager with at least two years’ professional experience in the area of animated video production;
- Experts qualified in development of high-quality products with experience in at least two similar missions in the past;
- Experts are able to efficiently communicate in Romanian language so as to understand comments of the beneficiary during the working process.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications procurement method set out in the Consultant Guidelines.
