Assignment Title: Local education consultant to support Ministry of Education, Culture and Research and Project management team under Moldova Education Reform Project (MERP)
The Ministry of Education, Culture and Research (MoECR) has received financing from the World Bank Group toward the cost of the Moldova Education Reform Project, and intends to apply part of the proceeds for individual consulting services.
The main objectives of the consultancy are to provide technical support and assist Ministry of Education, Culture and Research and related agencies/units with the overall project implementation, as well as to maintain continuous and efficient communication between and within all the mentioned stakeholders.
The MoECR now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Consultant should meet the following minimum requirements:
- A university degree in education, management or administration area. A Master’s degree will be and asset;
- In-depth knowledge of Moldovan education sector, good knowledge of the latest education reforms and policies in Moldova;
- At least five years of working experience in education related projects;
- Proven experience in development of Terms of References;
- Work experience with World Bank-supported or other international projects will be an advantage.
- Fluent in Romanian and English (both oral and written);
- Demonstrate strong interpersonal skills, ability to work in teams, communicating with all team members.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers” dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the Consultant Guidelines.

This consultancy is expected to begin in March 2019 and the contract will be signed for a period of 12 months. Subject to Consultant’s satisfactory performance, the contract may be renewed until the Closing Date of the project on June 30, 2020. The applications should include letter of Expression of Interest, CV, and related recommendation letters, if any.
