Project: Global Partnership for Education.
The Republic of Moldova received a Grant of US$4.4 million from the Global Partnership for Education to support the implementation of the Consolidated Action Plan on Education. The objectives of the Grant are: (a) increase access and enrollment rate of children in preschool programs, in rural areas with focus on economically disadvantaged and vulnerable families; (b) extend access to quality preschool education for preschoolers with disabilities; (c) improve the quality of preschool education; (d) improve preschool human resources including kindergarten methodologists, raion inspectors, kindergarten managers, local public administration (LPA) representatives and college and university teachers; and (e) consolidate social partnership and local community involvement in early childhood development programs.Ministry of Education intends to apply part of the proceeds to payments for relating consulting services to be procured under this project. The services required by the Project will be provided by locally hired consultants, hired on a full time basis during the estimated period: April 2012-January 2014.
Project Manager (FULL-TIME)
The main objectives of the assignment are to provide support to the Ministry of Education on the following:
• Assist the Project Executive Director (PED) in the detailed planning, coordination, implementing and monitoring of the project activities, in accordance with the LA.

a. University degree in education, social sector, management or related fields;
b. In-depth knowledge of pre-school education sector issues and relevant issues;
c. At least 10 years of professional experience providing consultancy services;
d. Relevant professional experience (at least 5 years) in management related position;
e. Extensive experience with and knowledge of educational system and relevant policies;
f. Strong experience in working with state institutions, senior officials and local authorities
g. Experience in project planning and implementation
h. Experience with WB or IFI financed projects
i. Knowledge of WB regulations and procedures
j. Fluency in Romanian, Russian and good knowledge of English (both written and oral)
k. Good knowledge of common PC office tools

Financial Specialist (FULL-TIME)
The main objectives of the assignment are to provide support to the Ministry of Education on the following:
• Assist the PED with the development of all documents and reports related to the financial management and disbursement for the project in accordance with the WB requirements;
• Assist the MOE with financial management of project funds in accordance with the provisions of the Letter Agreement for the Grant;
• Assist the MOE Economic Policy, Property and Finance Department in strengthening its financial management capacities.

a. Academic background in accounting, finance, economics or related fields;

Procurement Specialist (FULL-TIME)

• Assist the PED/PTC with the preparation of all procurement activities planned to be carried out under the project;
• Assist the PED/PTC in carrying out the procurement activities during the implementation of the project in accordance with World Bank Procurement Guidelines and with the provisions of the Grant Agreement;
• Assist the MOE procurement staff in strengthening its own procurement capacities.
