Assignment Title: Consulting company for preparation of the promotion materials for Social Information Campaigns on higher education and achieved project implementation results.

 

The Ministry of Education and Research (MoER) has received financing from the World Bank Group toward the cost of the Moldova Higher Education Project, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include developing of promotion materials for information campaigns that will explain the overall premise and long-term goals of the improved labor market orientation of selected higher education institutions, the quality assurance mechanisms of the priority areas and the achieved project implementation results.

This consultancy is expected to last 2 years starting in January 2024.

The MoER now invites eligible Consulting Company (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

 

The shortlisting criteria are:

  • Minimum 3 years of experience in production of high-quality video/audio products, including social advertising, social public announcements;
  • Public awareness experience;
  • Experience in production of visibility materials;
  • Experience in providing services related to the development of video and audio information materials, starting from the concept, script, video/audio editing in the area of education would be an advantage;
  • Experience in image development and graphic design;
  • Previous experience with the World Bank financed projects and other international organizations and projects would be an asset;
  • Qualified staff with at least 3 years of experience in the development/production of video and audio materials (producing videos and audio recording, creative editing, writing advertising texts).

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant’s Qualification Based Selection method set out in the Procurement Regulations.
